No doubt it's going to take a lot of money to fix that and still stay on the good side of the HDC.
Concert retaining wall would be the best way to go, but resurfacing with limestone blocks would be silly expensive.

When the private hillside landed on Grand the City, helped by Perky's advice footed the bill, including re-doing the entire hillside complete with seeding, grading and blocks. As Shuggie said it all depends on the owner.
Flashback to the old woman of modest means who had the City back flush the sewer system into her house. It was months of filth and misery and her bill.
